Would an extra outbound lane on the Eastern Freeway further gridlock the freeway or make it better.

I’m pretty lucky as I don’t have to use the Eastern Freeway that much. I try to work locally which avoids much of the traffic, but it is hard to get work locally. When I do use the Eastern Freeway outbound lanes traffic often comes close to a crawl from around the Thompsons Road exit in Bulleen. I’m not game to drive any further and often get off even earlier due to traffic.

The Napthine government announced on Monday that two lanes would be added to the Eastern Freeway as part of its plan for the first stage of the east-west link, a $6 billion to $8 billion toll road from the freeway's end in Collingwood to CityLink.... Read More

My real concern is if another outbound lane is added to the Easter Freeway to Tram Road will that clear some of this traffic or simply create an even worse situation.

Does anyone who regularly drive on this section of the Eastern Freeway feel the bottleneck disappears from Tram Road? If it doesn’t then things will only get worse.
