Should the Doncaster rail project be shelved through lack of interest?

When I read this article it reminded me of how much money the government is intending to spend and how few people are really interested. If a meeting for the rail only garners 22 interested people isn’t this an indication that people aren’t really interested. Also interesting is if I recall correctly $2 million had been set aside for the study and this article reports it as a $6 million plus study. That’s a concern.
